SOLE SOURCE SPECIAL NOTICEThe Department of Transportation's Office of the Secretary, Office of Public Affairs, intends to award a sole-source contract for a three-year subscription to Politico Pro and Energy & Environment News services. This contract includes a Base Year and two Option Years, covering the period from approximately June 20, 2026, through June 19, 2029, with an estimated total value of about $64,780. The services provided by Politico Pro are uniquely qualified to support the agency’s need for specialized, real-time legislative and regulatory news coverage critical to transportation policy and oversight. The platform offers comprehensive tools such as federal and state legislative tracking, regulatory monitoring, appropriations tracking, congressional hearing transcripts, and customizable alerts, all integrated into one subscription to enhance efficiency and mission impact. The sole-source justification is based on the specialized nature of the services and the substantial investment already made in customizing the existing platform, which would be difficult and resource-intensive to replicate with a new vendor. Market research indicated few vendors offer such full-service solutions, and switching providers would require significant rebranding and material redevelopment. The contracting officer has reviewed the proposed rates and found the anticipated cost to the government fair and reasonable. While this award is made without full and open competition, the agency welcomes competing statements of qualifications by June 12, 2026, from any qualified entities capable of meeting the Department’s high standards. Should additional needs arise after the option years, the Department plans to compete subsequent procurements accordingly.
