Annual Drug Testing for Alachua County Court Services

Alachua County Court Services is soliciting bids for a qualified provider to deliver comprehensive, court-defensible urinalysis and alcohol testing services for Treatment Courts, Probation, Pretrial, and Incompetent to Proceed programs. The selected provider will be responsible for specimen collection, electronic reporting, and laboratory confirmation for approximately 700 to 1,000 specimens monthly. All confirmation testing must be performed by CLIA-certified laboratories using scientifically accepted methodologies such as Gas Chromatography/Mass Spectrometry or Liquid Chromatography-Tandem Mass Spectrometry. Additionally, the contractor must provide legal support, including expert witness services and certified chain-of-custody documentation for court proceedings. Eligible bidders must have at least five years of experience in providing similar services and possess the necessary facilities and personnel to ensure efficient service. Evaluation factors include experience, capacity, and the ability to meet performance schedules, with a 5% bid price preference available for bidders headquartered in Alachua County for at least twelve months. The contract includes a 15% Small Business Enterprise participation goal, with varying price preferences based on SBE certification or utilization. All assigned personnel must pass a Level 2 FDLE background screening, and the provider must maintain comprehensive insurance coverage, including general liability, automobile, workers compensation, and cyber liability, with limits generally at 1 million dollars. Bids must be submitted via the County Public Portal by 2:00 pm EST on October 21, 2026. The contract requires monthly invoicing in accordance with the Florida Prompt Payment Act, and any annual price escalations are capped at 3%.
