The City of Lakeland is seeking a qualified mowing contractor to provide comprehensive lot maintenance services for properties found in violation of local codes, specifically Chapters 46 and 86. The contract requires the contractor to supply all necessary tools, equipment, materials, and labor to perform tasks such as mowing, debris removal, and vegetation clearing on privately owned properties. Mowing must be done to a height of three to four inches, with clippings removed from the site or recycled in accordance with state law, and the use of chemicals is prohibited. Debris removal includes organic vegetation and various types of trash, with specific instructions to avoid relocating debris or junk between lots and to prevent resident influence on the scope of work. The contractor is responsible for any damages caused during work and must follow strict procedural guidelines for documenting overgrowth and debris, including taking unaltered photos with measurement references. The contract period begins upon issuance of a purchase order and extends through September 30, 2026, with options for renewal for up to four additional years upon mutual agreement. The project has a total estimated value between $500,000 and $2,000,000. The contractor must submit an equipment list and adhere to detailed communication protocols with city officials, especially regarding excess debris or large tree limb removals, which are billed separately. The solicitation emphasizes compliance with city ordinances, proper documentation, and quality standards to ensure effective and lawful property maintenance services within the city’s jurisdiction.
