The Naval Medical Logistics Command plans to award a sole source contract to DecisionQ Corporation for the renewal of an annual minimum site license supporting the Regenerative Medicine Department at the Naval Medical Research Center. This contract authorizes the use of DecisionQ’s Faster Analytics Full Suite software for twelve months, covering all specified sites with unlimited users, including maintenance, support, and supplemental user assistance. DecisionQ is uniquely positioned as the sole provider of this specialized software license, which is capable of predictive analytics—offering insights into future outcomes based on data, unlike traditional analytics tools that focus solely on historical data. The software has been instrumental in advancing research areas such as risk stratification for cervical cancer, gene function analysis through promoter arrays, disease prediction using genetic markers, assessment of diagnostic tests combined with medical and demographic data, and identification of factors contributing to medication errors. This contract is a continuation of an existing annual service and the software has been customized specifically to meet the research needs within the Regenerative Medicine Department. DecisionQ licenses components of their proprietary technology rather than selling it outright, and this annual minimum site license was developed specifically for this product. The procurement falls under NAICS code 541511 and involves no set-aside restrictions. Although this is a sole source contract under FAR Part 6.302-1, the Naval Medical Logistics Command is seeking technical capability statements from interested parties to assess potential competition, with submissions accepted only via email by the specified closing date. The government retains sole discretion on whether or not to pursue a competitive procurement based on received information.

Full Description

The Naval Medical Logistics Command intends to award a sole source contract under the authority of FAR Part 6.302-1 to DecisionQ Corporation, the renewal of annual site licenses, in support of NMRC’s Regenerative Medicine Department. This is an Annual Minimum Site License for Specified Sites; Faster Analytics Full Suite License for (12) months. The software license includes all modules of Faster Analytics; all users in sites – unlimited users; Maintenance and Support Plus; and Supplemental user support. The software license for DecisionQ Faster Analytics Suite is a continuance of the existing annual service. DecisionQ Corporation is the only company that provides the annual minimum site license for the DecisionQ Faster Analytics Software Full Suite. The software has the unique ability to predict future outcomes when examining data set-as opposed to most analytic software packages which simply use data to describe the past. The Faster Analytics software has been used to: (1) develop new models for risk stratification in cervical cancer, enhancing the ability to identify at-risk women early; (2) combine its extensive knowledge of gene function, combined with advanced microarray techniques and develop novel techniques for promoter arrays; (3) better understand how specific genetic markers combine to predict certain diseases; (4) effectively assist the researchers to ascertain how well certain diagnostic tests are able to predict diseases when combined with additional demographic or medical factors; and (5) better understand which factors lead to medication errors in healthcare institutions. The DecisionQ Faster Analytics software thrives on data-rich projects. The current software package was customized to fit the needs of NMRC which developed unique insights and automated systems for research at the Regenerative Medicine Department. DecisonQ Corporation does not sell its proprietary technology, but does license components to facilitate the implementation of their predictive statistical products. The annual minimum site license was developed specifically for this unique software by DecisionQ. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 541511. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email ONLY as a MS Word or Adobe PDF attachment to contact@example.gov by the notice closing date. No phone calls will be accepted.
