Annual Return Line Cleaning (Three (3) Year Multiyear Contract)

The DeKalb County Department of Watershed Management is soliciting bids for a three-year multiyear contract for Annual Return Line Cleaning. The selected contractor will provide comprehensive maintenance for the County's wastewater collection system, including sanitary sewer and manhole cleaning, debris removal, flow and traffic control, site restoration, and detailed reporting. Performance is divided by designated service areas, where the contractor is required to clean areas marked in red and inspect areas marked in blue. The contract is awarded to the lowest responsive and responsible bidder, with a heavy emphasis on the DeKalb First Local Small Business Enterprise Ordinance. Bidders must demonstrate that at least 20 percent of the total contract award will be performed by a certified LSBE, supported by a notarized Schedule of LSBE Participation and signed letters of intent. Failure to meet this benchmark or demonstrate good faith efforts, including attendance at a mandatory LSBE meeting, will result in the bid being rejected. Preference points are awarded based on certification, with the highest priority given to LSBEs within DeKalb County. Additionally, contractors with expenditures of 50,000 dollars or more must comply with the First Source Jobs Ordinance by making good faith efforts to hire DeKalb County residents for at least 50 percent of newly created jobs.
