The U.S. Army Corps of Engineers, Portland District, is conducting market research via a Sources Sought notice (W9127N26QA085) to identify qualified contractors for an annual transformer oil sampling and analysis contract at Bonneville Lock and Dam, Oregon. This is not a solicitation but an information-gathering effort aimed at assessing industry interest and capabilities, particularly encouraging participation from a broad range of businesses including various small business categories. The eventual requirement involves a firm fixed price, performance-based service contract with a 12-month base period starting July 1, 2026, and up to four option years. The contractor will be responsible for all personnel, equipment, tools, and supervision necessary to perform on-site transformer inspections, oil sampling, and laboratory testing and analysis consistent with NWD Regulation 1130-2-7. The laboratory must be accredited, participate in ASTM’s Proficiency Testing Program with satisfactory historical performance, and conduct testing according to numerous ASTM standards covering acidity, interfacial tension, dielectric breakdown, moisture content, furan analysis, dissolved gases, and metals in oil. The contractor’s responsibilities include submitting an inspection schedule within 150 days post-award, ensuring timely shipment of oil samples weekly to maintain integrity, and delivering detailed electronic reports within 30 days of sampling. The contract demands strict compliance with security and personnel requirements, including background checks, security clearances, REAL ID-compliant identification, antiterrorism training, and controlled site access during standard hours, with prior approval required for any work outside Monday-Thursday 6:30 a.m. to 5:00 p.m. Contracting administration procedures specify invoice submission as electronic PDFs via email, with oversight delegated to named government representatives. While no contract value or pricing details are provided, several attachments outline transformer lists, price schedules, and deliverable formats. The government retains quality oversight through defined inspection and acceptance criteria per FAR 52.212-4 and a Quality Assurance Surveillance Plan. Overall, this effort seeks to identify capable laboratories and service providers equipped to meet stringent performance, security, and reporting standards over a multi-year period to support critical transformer asset maintenance.
