1.0 Special Notice Details
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) - John Day Lock and Dam intends to solicit and award a sole-source, Firm-Fixed-Price (FFP) commercial supply contract to provide full-service maintenance, emergency response, preventive maintenance, baseline inspection, and operating mechanism overhaul/adaptation for or the ABB/Hitachi Energy Type HECI-5R Generator Circuit Breaker (Serial No. HA 2145-10). Technical Scope Refinement:
Following final technical coordination between the requiring activity (USACE Engineering) and the OEM representative, the Performance Work Statement (PWS REV2) was administratively updated to reflect the detailed breakdown of tasks:
1. Emergency Response Time: The emergency on-site arrival window was extended from 3 hours to 96 hours to align with regional technician travel logistics from OEM facilities in the Pacific Northwest.

Market research was conducted by contacting Hitachi Energy USA Inc. regarding field engineering services, maintenance support, and GFE adaptation for the John Day Dam breaker. Hitachi Energy confirmed that direct service orders and regional technician dispatches for Oregon are exclusively handled by their authorized sales and service representative.
Hitachi Energy (formerly ABB) is the Original Equipment Manufacturer (OEM) and holds all proprietary engineering drawings, manufacturing specifications, tolerances, and calibration data for the HECI-5R breaker and the HMB series hydromechanical spring operating mechanisms.
Nexus Power Solution LLC is the sole authorized regional sales and commercial representative with the exclusive authority to facilitate factory overhauls for this location. Consequently, no other vendor is reasonably available to satisfy this specialized requirement.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required services meeting the government’s need in this area. If no affirmative written responses are received by 5:00 PM PDT on 18 August 2026, the solicitation will be made directly to Nexus Power Solution Inc . Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 6.103-1(b). Electronic responses and questions shall be submitted via email to the contracting point of contact listed below. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
