Annual Wetlands Maintenance Services

The City of Lakeland seeks a professional contractor to provide comprehensive maintenance and repair services for a 1,600-acre artificial wetlands effluent disposal system located east of Mulberry, Florida. The contractor is responsible for furnishing all necessary equipment, tools, materials, labor, transportation, and supervision on a time and materials basis, with work authorized through City-issued work orders as needed. Services must comply with City of Lakeland specifications and all applicable codes, regulations, and standards, including the implementation of best management practices to control polluted runoff, spills, sludge, and waste to prevent environmental harm and protect the municipal separate storm sewer system. The contract is scheduled to begin on October 1, 2026, and run through September 30, 2027, with an option for four one-year renewals contingent on mutual agreement. Compensation is based on a schedule of unit prices submitted by the contractor, with an estimated annual value of $10,000, though no minimum or maximum is guaranteed. The contractor must maintain comprehensive insurance coverage including commercial general liability and business automobile liability with a minimum single limit of $1,000,000 per occurrence, workers’ compensation in statutory limits with employer’s liability coverage of $100,000 per accident and $500,000 per policy for disease, and both contractors’ pollution liability and environmental impairment liability limits of at least $1,000,000. All insurers must hold an AM Best rating of A or better. The contractor is required to indemnify the City and its officers from all claims, damages, and costs arising from negligence, gross negligence, or intentional misconduct, and must agree to a waiver of subrogation on all policies. Safety compliance is mandatory under OSHA standards, with strict adherence to PPE requirements including ASTM and ANSI standards for head, foot, eye, and hand protection, and all construction activities must follow OSHA 29 CFR Part 1926, including daily scaffolding inspections and proper excavation practices. The contractor must also complete a Human Trafficking Affidavit attesting compliance with Florida Statute 787.06(14) and will be subject to audit for safety performance metrics including EMR, drug and alcohol policies, training records, and onsite safety compliance.
