AI Contract Overview
The NOAA Office of Satellite and Product Operations is seeking a follow-on contract for Systems Tool Kit (STK) software licenses and technical support, including versions such as Ansys STK Pro, STK Scheduler, Scheduler Online, and STK Premium (Space). This annual contract will cover software version upgrades, unlimited technical support, and license transfer capabilities to new hardware. The software plays a critical role within NESDIS by ensuring precise satellite orbit positioning and calculations, which supports the effective telemetry, commanding, analysis, and navigation of the GOES and JPSS weather satellite systems. The contract will be awarded on a firm-fixed-price basis with a 12-month period running from August 1, 2026, to July 31, 2027. It will be sole-sourced to Ansys Government Initiatives, Inc., the only authorized provider and developer of the STK licenses, under statutory authority due to the unique and specialized nature of the software integral to NOAA’s Enterprise Automated Scheduling Implementation system. No other software can substitute STK without incurring significant additional costs in planning and implementation. Offers are open to all responsible sources, although no set-asides or additional qualification requirements apply beyond the ability to provide the specified proprietary software licenses.
