 AMENDMENT 002: ISSUED 01JUN2026


The purpose of this amendment is to extend the closing date and update payment protection requirements as follows:


  1. Closing Date Extension: The deadline for receipt of proposals is extended to Friday, June 5, 2026, at 0700 Pacific Time.

  2. Payment Protection: For bids between $35,000 and $150,000, payment protection is required per FAR 28.102-3. The successful offeror shall provide either a Payment Bond (SF-25A) or an Irrevocable Letter of Credit (ILC).


Note to Offerors: All offerors must acknowledge receipt of this amendment by signing and returning the SF-30 with their proposal. Please see the attached Amendment 02 and OF336 for full details, including updated construction clauses.



AMENDMENT 01 - ISSUED 29 APRIL 2026
The purpose of this amendment is to


1. Change the Site Visit requirement from "Highly Encouraged" to "MANDATORY."


  • MANDATORY SITE VISIT DATE: May 11, 2026 at 0900 AM PST.

  • RSVP Deadline: May 8, 2026.

  • NOTE: Quoters who do not attend the mandatory site visit will be deemed non-responsive and ineligible for award.


2. Establish a firm Period of Performance completion date of September 9, 2026.


All other terms and conditions, including the quote due date of May 28, 2026, remain unchanged. See attached SF-30 (Amendment 01) for details. Offerors must acknowledge receipt of this amendment with their quote submission.


DESCRIPTION OF REQUIREMENT: 


The U.S. Coast Guard requires services for the contractor to provide all personnel, equipment, tools, transportation, supervision, and other items and services necessary to remove and replace existing fencing and gate with a new motorized cantilever gate and pedestrian gate at the Aids to Navigations Team, Coos Bay. The Government intends to issue a firm-fixed-price purchase order for this project. The full scope of work and specifications will be included in the solicitation documents.

Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0004 in subject line.  Questions regarding the statement of work (SOW) will be forwarded to the technical expert for an accurate response.  All responses will be uploaded for an equal and fair solicitation to all interested vendors on solely SAM.gov.  No more questions will be answered after 05/15/2026.

SUBMISSION OF QUOTES


Prohibition on Extraneous Material: Do not submit any unnecessary documents, promotional marketing materials, general company history brochures, or generic cover letters. Quotes must contain only the specific information requested below. Extraneous documents will not be evaluated and may be counted against your page limits.



Quotes must be submitted electronically to Ava.M.Stow@uscg.mil by the date and time specified in this solicitation. Incomplete submissions may be considered unresponsive and ineligible for award.


A complete submission shall consist of the following three parts:


Part 1: SF 1449 &


  1. Complete and sign the provided Standard Form (SF) 1449.

  2. Insert the total firm-fixed-price bid in the appropriate blocks on the SF 1449.

  3. Complete and sign the provided Standard Form (SF) 30 (Amendment 01).


Part 2: Price Quotation


  1. A detailed Price Breakdown for the total firm-fixed-price. The Price Breakdown shall not exceed one (1) page. The breakdown must, at a minimum, separate the costs for the following major tasks:


    • Demolition & Debris Disposal

    • Fencing Materials & Installation

    • Motorized Cantilever Gate System (including hardware)

    • Electrical Work & System Integration

    • Labor Hours & Wages


Part 3: Technical Proposal
The Technical Proposal shall not contain any pricing information. The Technical Proposal shall not exceed two (2) pages in length. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the Statement of Work (SOW). The proposal must include:


  1. Technical Approach: A step-by-step description of how the quoter will perform the work, including mobilization, demolition, installation of footings, gate and fence installation, and electrical hookup. 

  2. List of Major Materials and Equipment: A list of the key materials and equipment proposed for the project. This list is for technical evaluation purposes to ensure compliance with the SOW and must include, at a minimum:


    1. Manufacturer and model number for the motorized cantilever gate operator.

    2. Manufacturer and model number for the access control system (PACS reader).

  3. Project Schedule: A high-level timeline illustrating the project's major milestones. The schedule must start from the date of the Notice to Award (NTA) and demonstrate that all work, including demobilization and site cleanup, will be completed within the required Period of Performance, with a completion date of September 9, 2026. Milestones should be shown in terms of days from the NTA (e.g., "Demolition Complete: Day 10," "Footings Poured: Day 20," "Final Acceptance Testing: Day 85").
