Antelope Siphon Blowoff, Contract No. 2026-04

The Placer County Water Agency is soliciting bids for the Antelope Siphon Blowoff project, Contract No. 2026-04, to construct a new 12-inch PVC C900 blowoff pipeline and valve system at the Antelope Canal Siphon crossing Sierra College Blvd in California. The work entails removing the existing 6-inch blowoff pipe and valve and replacing it with approximately 150 linear feet of 12-inch PVC C900 pipe and a new 12-inch plug valve, including all associated valve boxes, operators, connections, and appurtenances. The scope also includes full pavement restoration of roadway surfaces, shoulders, and disturbed areas with subgrade preparation, aggregate base, asphalt concrete replacement, compaction, and repainting of markings, along with full traffic control measures during construction. The project must adhere to plans and specifications developed by Domenichelli & Associates and comply with applicable technical standards for trenching, backfilling, concrete, grouting, valve installation, and PVC pipe handling, as outlined in Division 1 and other specified sections of the contract documents. Bids must be submitted in sealed envelopes by September 8, 2026, and require a comprehensive set of documentation including a completed bid form, bid guaranty bond of at least 10% of the bid amount, certification of experience and qualifications, designation of subcontractors, site visit affidavit, material delivery affidavit, and a non-collusion declaration. Successful bidders must be responsible, responsive, and qualified, demonstrating financial stability, a record of on-time project completion without defective work or disputes, and legal eligibility to contract. Award will be made to the lowest responsive, responsible, and qualified bidder based on the engineer’s estimate of work quantities. The winner must provide 100% performance and payment bonds, comply with prevailing wage requirements under California Labor Code, register with the Department of Industrial Relations, employ required apprentices, and self-perform at least 50% of the contract amount. The work must begin within 10 days of the Notice to Proceed, achieve substantial completion within 60 calendar days, and reach final completion within 90 days. All materials, especially PVC pipe, must be properly marked, stored to prevent sun damage, and handled using padded supports to avoid damage.
