Antiterrorism Program Support

The contract seeks a qualified contractor to provide comprehensive Antiterrorism Program Support under a Firm Fixed Price arrangement as an 8A competed set-aside, targeting small businesses eligible for the 8(a) program. The scope encompasses all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to execute antiterrorism assessments, planning, and policy development for the Department of Defense, specifically in support of the Protection and Operations Chief and Program Executive Officer (PEO) subordinate operations. Work is to be performed at government facilities in Gaithersburg, Maryland, with strict security requirements including a mandatory Secret clearance for all personnel at the time of proposal submission and throughout contract performance, along with a Secret facility clearance from the Defense Security Service. The contractor must also ensure all employees hold current Antiterrorism Level II certification, possess a minimum of five years of antiterrorism specialty experience, complete or be capable of completing the US Army Antiterrorism Level II course, and demonstrate proficiency in Microsoft Word, Excel, and PowerPoint. The performance work statement is supported by two technical exhibits detailing performance requirements and deliverables, including five to eight assessment reports annually, with outputs subject to a stringent quality standard of no more than two grammar, spelling, or factual errors per 30-day review. The contractor must implement a Quality Control Plan within 30 days of award, addressing defect prevention, key control procedures for government-issued access credentials, and safeguarding of government property. Organizational conflicts of interest must be immediately disclosed and mitigated in accordance with FAR Subpart 9.5, with acceptability determined solely by the Contracting Officer. Additionally, contractor personnel are subject to identity verification under FAR 52.204-9 and must fully comply with the DD Form 254 security directive. All manpower, labor hours, and financial data must be reported through the Army’s designated web portal on a periodic basis. A Contracting Officer’s Representative will be designated separately to oversee technical performance, conduct inspections, interpret requirements, and monitor compliance, though without authority to modify contract terms, costs, or delivery schedules. Submission of a capability statement with performance examples is required by the deadline of July 10, 2026, and while evaluation criteria are not fully specified, key personnel experience is understood to be a critical factor in best-value decision-making.
