First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. The City of Seattle is seeking proposals through the Office of Labor Standards to fund community-based organizations that will enhance outreach and education for app-based (gig) workers about their labor rights and protections. This initiative is supported by fees collected from app-based companies under recent city ordinances designed to safeguard minimum payment standards and worker deactivation rights. The funding aims to ensure that app-based workers, particularly those in vulnerable populations such as women, workers of color, immigrants, refugees, LGBTQ individuals, people with disabilities, veterans, and youth, receive culturally relevant, accessible, and language-specific support. Services expected from selected partners include worker intake, counseling, complaint resolution, and referrals to address labor standards violations. Up to $534,000 will be awarded through this competitive solicitation to one to three organizations for a 24-month contract period from July 1, 2026, to June 30, 2028. The success of this funding depends on revenue generated by the Network Company Licensing Fee and city council approval. The Request for Proposals was posted in early January 2026, with submissions due by mid-February 2026. The goal is to build capacity within the community to improve worker knowledge and adherence to labor standards in the app-based economy, promoting safer, more reliable, and dignified working conditions throughout Seattle.

Full Description

Over the past 5 years, the City of Seattle has passed multiple laws protecting app-based (gig) workers including the App-Based Worker Minimum Payment Ordinance and the App-Based Worker Deactivation Rights Ordinance. This Request for Proposals is funded by the Network Company Licensing Fee imposed by companion legislation to these ordinances, which requires app-based companies to collect a fee for online orders and remit the fee monies to the City. The regulation of app-based work better ensures that such workers can perform their services in a safe, reliable, and dignified manner. The goal of this funding is to build capacity among, and partnership with, community-based organizations who can increase app-based workers' knowledge of Seattle's app-based labor standards through methods that are community centered, culturally relevant and accessible, and language specific. Partners are also expected to provide intake, counseling, complaint resolution, and referral services. App-based workers are at high risk for labor standards violations. While all workers are at risk, data shows that low-wage workers experience the highest rates of workplace violations. The workers that are most likely to occupy low-wage jobs and experience workplace violations include female workers, workers of color, immigrant and refugee workers, LGBTQ workers, workers with disabilities, veterans and youth workers. This is why the Office seeks partnerships that support culturally relevant, accessible, and language-specific outreach, education, and support services. Through a competitive selection process, the Office of Labor Standards (OLS) will contract out up to $534,000 to between 1 and 3 organizations for 24-month contracts. The contract period will run from July 1, 2026 through June 30, 2028. The total amount available for these contracts is subject to sufficient funding generated from the Network Company Licensing Fee and approval from Seattle City Council.
