Approval of Development Agreement File No. 1118, Activation of the DAZL, and approval of Zone Change ZC 25-03 to Develop a 152,300 SF Self-Storage Facility

The City of Bellflower Planning Division is processing a project for the development of an approximately 152,300 square foot, four-story self-storage facility located at 8825 Artesia Boulevard. The project, proposed by Artesia Palm Realty, LLC, involves the construction of the facility on a vacant 1.33-acre lot currently designated as Commercial under the General Plan and part of the West Artesia Specific Plan. Key regulatory components of this project include the approval of Zone Change ZC 25-03 to amend the Zoning Map, the activation of a Development Agreement Zone Layover (DAZL) to provide project-specific flexibility regarding development standards, and the execution of a Development Agreement between the City and the applicant to outline public benefits and other mutual agreements. The project has been granted an exemption under CEQA Section 15332 as an Infill Development Project, with technical studies indicating no significant environmental impacts regarding biological, traffic, noise, air quality, or drainage concerns. However, the development must adhere to specific environmental mandates, including the preparation of a Stormwater Pollution Prevention Plan (SWPPP) and a project-specific Water Quality Management Plan (WQMP). These plans must incorporate Low Impact Development (LID) practices and post-construction Best Management Practices (BMPs) to manage stormwater runoff in compliance with the Bellflower Municipal Code and NPDES regulations.
