April Street Dock

The City of West Haven, Connecticut, is soliciting professional engineering services under RFQ 2025-79 to design and permit shoreline and upland facility improvements for the April Street Boat Dock. The project is structured into six distinct phases: site investigations and surveys, concept development, geotechnical explorations, preliminary design, state and federal permitting through CT DEEP and USACE, and final construction-level design. The expected period of performance is five months following contract execution. Proposals must be submitted as sealed physical envelopes containing one original and three copies by July 14, 2025, at 12:00 PM. Award decisions will be based on a trade-off evaluation scoring experience and qualifications (30 points), technical proposal and approach (25 points), cost (25 points), and sustainability and environmental impact (20 points). A bid preference is available for vendors with a principal place of business in West Haven. Contractors are required to maintain a valid Connecticut business license and provide comprehensive insurance coverage, including a 5 million dollar umbrella/excess liability policy and a 2 million dollar general aggregate liability policy issued by a Connecticut-admitted insurer. The contract includes strict indemnification clauses with no limitation on damages and requires a valid purchase order before any work commences to ensure payment.
