AI Contract Overview
The 55th Contracting Squadron at Offutt Air Force Base is soliciting Architect-Engineer services under a combined synopsis/solicitation to establish up to four single-award, Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts, each with a five-year base period and one five-year option period, totaling a potential ten-year performance period and a $49,000,000 ceiling per contract. This acquisition is a 100% Total Small Business Set-Aside under NAICS Code 541330 with a $25.5 million size standard, and firms must qualify as small businesses and maintain active SAM.gov registration. The work is divided into four specialized pools—Specialized Engineering & Consulting (including blast, RF shielding, SCIF/SAPF, and acoustics), Mechanical & Electrical Engineering, Civil & Structural Engineering, and Architecture & Renovation—with each offeror permitted to submit for multiple pools but eligible for only one contract award. Submission requires a completed Standard Form (SF) 330 in PDF format via email, with strict adherence to formatting rules: Part I is capped at 50 pages excluding cover, table of contents, and joint venture agreements; margins must be at least one inch with 10-point or larger font; and each pool submission must be separately emailed with a prescribed subject line. The deadline for submissions is June 25, 2026, at 3:00 PM Central Time, with no extensions permitted. Mandatory pass/fail requirements include a current Summary Level Score in the Supplier Performance Risk System reflecting compliance with NIST SP 800-171 and having a full-service, non-residential design office within 200 miles of Offutt AFB. Evaluation will prioritize Specialized Experience and Technical Competence, followed by Professional Qualifications, Past Performance, Capacity to Accomplish the Work, Knowledge of the Locality, and Quality Control Program, with a tiebreaker favoring firms with the highest number of verifiable DoD A-E prime contract awards in the past seven years. Submissions must include an organizational chart as an attachment after Section C of the SF330, and all personnel working on projects requiring security clearances must comply with Air Force regulations, including handling of Controlled Unclassified Information and adherence to CMMC Level 2 (Self) requirements. The Government will conduct phased submittal reviews at 1
