C211--CFM AE SERVICES IDIQ FOR VA NATIONAL CEMETERY PROJECTS

Selection is based on an integrated, qualifications-based evaluation with no price consideration, as mandated by the Brooks Act and FAR 36.202-3, prioritizing professional qualifications, specialized technical competence, past performance, quality control, capacity, and location in that order.
