Architectural and Engineering Services

The Housing Authority of the Birmingham District is soliciting proposals under RFQ Q27001 to establish a selection pool of qualified Architectural and Engineering firms for as-needed services. The scope of work encompasses full-service A&E tasks, including conceptual planning, engineering design for civil, structural, mechanical, and electrical systems, feasibility studies, energy audits, and construction monitoring for various residential property types. Projects will follow a standard 30/60/90 percent design development process. The initial pool term is one year, with the potential for extension up to five years. Selection is based on qualifications rather than pricing, with a minimum score of 70 out of 100 points required for award. Evaluation criteria focus on capacity, professional qualifications in residential renovation and design, and proven past performance regarding contractor oversight. Selected firms will be awarded contracts, and specific pricing will be negotiated at the time of each project assignment. Proposals must be submitted electronically via the e-Procurement portal by November 9, 2026, and must adhere to a strict tabbed format including required HUD certifications, firm profiles, and evidence of state registration and Errors and Omissions insurance. Compliance requirements include adherence to HUD General Conditions, the Davis-Bacon Act for prevailing wages, and the Alabama E-Verify Contractor Affidavit. Contractors must also provide an Equal Opportunity Employment Policy and disclose any lobbying activities via Standard Form-LLL. The Agency reserves the right to require performance and payment bonds and may preclude firms from certain tasks to avoid organizational conflicts of interest.
