The design must adhere to the Department of Veterans Affairs Technical Information Library (TIL), Uniformed Facilities Criteria (UFC), and other referenced standards, with phasing strategies required to accommodate potential annual budgetary constraints. Firms must demonstrate specialized technical competence in the planning and design of large-scale healthcare facilities, collaboration with multidisciplinary teams, quality management systems (preferably ISO 9001 certified), and experience with alternative construction delivery methods such as Design-Build, Integrated Design and Construction, and Design-Build to Budget.
