The Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO), manages the Human Resources Information Technology (HRIT) Portfolio, which supports the automation, integration, and modernization of Human Capital (HC) business processes across the Department. The HRIT portfolio leverages authoritative data, secure technologies, and modern digital solutions to deliver efficient, user-centered services while maintaining cost-effective operations. To continuously improve service delivery, OCHCO conducts ongoing assessments of its Human Capital business processes, systems, and customer requirements to identify capability gaps, modernization opportunities, and operational efficiencies. These assessments drive initiatives that include HC policy enhancements, business process reengineering, data standardization, implementation of new business applications, enhancements of existing applications, and improvements to governance and portfolio management. As part of its Human Capital modernization strategy, OCHCO has identified a need to acquire technical services that support the development, enhancement, integration, and sustainment of Human Capital business applications and supporting technologies. These efforts are intended to improve interoperability among enterprise systems, strengthen data quality and integration, streamline business processes, and increase operational efficiency across the Human Capital environment. Additionally, OCHCO requires modernization of existing applications to transition from legacy and unsupported platforms to secure, scalable, cloud-enabled solutions that enhance systems performance, improve cybersecurity, and support the Department’s evolving mission and strategic objectives.
