Ardmore Outfall Stabilization

The Ardmore Outfall Stabilization project, solicited under Bid #26049 by the City of Bellevue Utilities, involves comprehensive stormwater infrastructure improvements at two tributary sites north and south of Idylwood Creek within Ardmore Park. Work includes installing a precast concrete type-2, 72-inch flow control structure at the north tributary near NE 28th Street and 169th Avenue NE, and an HDPE tee energy dissipator at the south tributary near 169th Avenue NE and NE 25th Street. Additional scope encompasses removal of approximately 9 linear feet of 30-inch CMP culvert pipe, installation of 13 linear feet of 30-inch PVC storm sewer pipe and 40 linear feet of 26-inch HDPE storm sewer pipe, along with connections for dissimilar culvert pipe, 20 tons of riprap, a splash pad featuring 12-inch streambed cobbles, outfall ballast, and gravel backfill, and 105 tons of crushed surfacing. The project also requires tree protection for 31 trees, removal of up to five trees, clearing and grubbing, erosion and water pollution controls, stormwater bypassing, temporary traffic control, landscape plantings of 326 one-gallon shrubs and 15 five-gallon trees, compost and topsoil installation, and full property restoration including removal and salvage of private landscape features. All work must be completed within 60 calendar days from the Notice to Proceed, with a contractor-supplied delivery time certification required for any materials with a lead time exceeding 30 days. The contract mandates compliance with federal and state regulations, including Title VI of the Civil Rights Act, Title 49 CFR Part 21, OSHA, and WISHA, with shoring required for all street excavations over four feet in depth. Prevailing wages must be paid per Washington state law, and contractors must submit certified payroll and prevailing wage documentation. Bidders must be licensed in Washington, possess a City of Bellevue business license, hold a UBI number, and provide proof of industrial insurance. Bid submission requires execution of Forms I through IX, including a notarized Noncollusion Certificate, Wage Payment Compliance Certification, and an Affidavit of Equal Opportunity Compliance. A bid deposit of at least 5% of the total bid is required, with awards going to the lowest responsible bidder
