The Joint Funding Administration is a unified funding mechanism managed by the Kentucky Department for Local Government designed to streamline the distribution of state and federal resources to Area Development Districts across Kentucky. Current participating agencies include the Department for Local Government, the Economic Development Administration, and the Community Development Block Grant program. This framework supports a wide network of regional districts, including the Northern Kentucky, Kentuckiana, Buffalo Trace, FIVCO, Gateway, Bluegrass, Lincoln Trail, Big Sandy, Kentucky River, Pennyrile, Barren River, Lake Cumberland, Cumberland Valley, Purchase, and Green River Area Development Districts. The program is governed by specific Kentucky Revised Statutes and Administrative Regulations, focusing on both operational funding and capital projects through the Area Development Fund. Key administrative requirements include the submission of detailed project applications, scopes of work, and public bid documentation for projects exceeding 30,000 dollars. Grantees must adhere to strict compliance standards, including federal lobbying certifications, cost allocation plans, and regular financial reporting. The lifecycle of funding is managed through formal requests for disbursement, quarterly financial reports, activity logs, and a final financial closeout process to ensure the proper use of state and federal monies for community and industrial development.

2026 Regional Transportation Plan & Sustainable Communities Strategy
Solicitation # NOC-2026-RTP-SCS
The San Joaquin County Council of Governments is preparing the 2026 Regional Transportation Plan and Sustainable Communities Strategy to guide transportation investment and land use planning across the region through 2050. This plan will update regional goals and policies to address evolving mobility needs, integrate transportation with housing and land use strategies, and align with state mandates to reduce greenhouse gas emissions under SB 375. Multiple growth scenarios will be evaluated to determine the most effective mix of projects and policies that achieve emissions targets while supporting equitable, accessible, and sustainable transportation options. The plan will also serve as the foundation for the Regional and Federal Transportation Improvement Programs, ensuring alignment with federal requirements and state climate objectives. As the designated metropolitan planning organization for San Joaquin County, SJCOG is responsible for developing a legally compliant Sustainable Communities Strategy that demonstrates how integrated planning can meet regional GHG reduction targets. The effort will involve extensive public engagement, data analysis, and coordination with local jurisdictions, transit agencies, and state entities to prioritize projects that enhance connectivity, reduce vehicle dependency, and promote affordable housing near transit. The Senior Regional Planner and Supervising Planner are the primary points of contact for this initiative, overseeing the technical development and community outreach components of the planning process. The plan is forecasted to be released in June 2026 and will inform transportation programming and funding decisions for the coming decades.
