Full Description
The Army Contracting Command – Rock Island (ACC-RI), on behalf of the Product Manager (PdM) for the Army Contract Writing System (ACWS), is seeking feedback from industry on capabilities to sustain, modernize, and integrate contract writing and administration solutions. These solutions will support the Army's acquisition community by automating the contracting lifecycle, modernizing legacy systems, and integrating intelligent automation.
The Government is interested in solutions from all sources, including commercial, government, traditional, and non-traditional defense contractors. We are specifically seeking innovative approaches to implement Secure Environments (IL-5/IL-6), merge Virtual Contracting Enterprise (VCE) capabilities, and proactively integrate Agentic AI and machine learning. While the current ACWS utilizes an Appian foundation, the Government is taking a platform-agnostic approach and encourages solutions that optimize performance and prevent vendor lock-in, whether leveraging the existing platform or proposing an alternative architecture.
The input received from this draft phase will be used to inform the evaluation criteria, technical requirements, and acquisition strategy for the Final Call for Solutions. This posting is intended to advertise the Army’s intent to solicit under the Army’s Open Solicitation (AOS) Commercial Solutions Opening (CSO) via a Draft Call for Solutions.
