Updated as of 29 July 2026 - Amendment 01:

The following documents have been added:

  • ACWS Final CFS AMD 01 (correct "Solution Brief Due: 14 days from SAM.gov Posting Date" on the first page)
  • ROM Pricing Templates (Attachment 1)
  • Registered Companies List

The Army Contracting Command – Rock Island (ACC-RI), on behalf of the Product Manager (PdM) for the Army Contract Writing System (ACWS), is issuing this Final Call for Solutions (CFS) to acquire capabilities to sustain, modernize, and integrate contract writing and administration solutions. These solutions will support the Army's acquisition community by automating the contracting lifecycle, modernizing legacy systems, and integrating intelligent automation.

The Government is soliciting solutions from all sources, including commercial, government, traditional, and non-traditional defense contractors. We are specifically seeking innovative Low-Code, No-Code (LCNC) approaches to implement Secure Environments (including full Impact Level 6 [IL-6] implementation), merge Virtual Contracting Enterprise (VCE) capabilities, provide Tier 3 operations support, and proactively integrate Agentic AI and machine learning. The Government maintains a platform-agnostic approach and encourages solutions that optimize performance.

This posting serves as the formal solicitation under the Army’s Open Solicitation (AOS) Commercial Solutions Opening (CSO). The Government has incorporated industry feedback and the official Q&A from the Draft CFS phase into this final document.

Interested parties are directed to review the attached Final CFS document for comprehensive program requirements, evaluation criteria, teaming/subcontracting guidelines, and submission instructions. Phase 1 White Papers and Pricing Templates (Attachment 1) are due no later than 1200 CST on 11 August 2026.

NOTE:

To ensure you receive timely notifications of all amendments and updates to this posting, we strongly encourage all interested parties to use the "Follow" feature within SAM.gov. To do so:

  1. Log in to your SAM.gov account.
  2. Navigate to this notice page.
  3. In the upper-right corner of the page, click the "..." (three dots) button.
  4. From the dropdown menu, select "Follow".

Why this is important:

  • Notification: Once you follow this notice, SAM.gov will automatically send an email to your account whenever it is amended or updated.
  • Correct Links: Each update to a SAM.gov posting generates a new, unique web link. Bookmarking a page or using an old link will take you to an outdated version. The email notification you receive from following the notice will always contain a direct link to the latest version.
  • Verification: The upper right corner of a posting shows a "Version" box, however it always displays "Current Record" regardless of what version you are viewing. You must manually check the version dates using the dropdown. Following a posting and using the emailed link ensures you are viewing the latest version, and avoids having to manually verify.

Real Property Management System (RPMS)The Department of Homeland Security’s Office of the Chief Readiness Support Officer is seeking information through a Request for Information RFI-RUAS-26-00050 to explore potential solutions for a Real Property Management System that supports strategic space planning, lease administration, and real property portfolio management. This RFI is purely for market research and does not constitute a solicitation, obligation, or commitment to procure any goods or services. Responses are voluntary and will not form a binding contract, nor will the Government reimburse any costs associated with preparation or demonstration. All submissions become Government property and must be clearly marked if they contain proprietary or sensitive information. The desired solution must be a secure, FedRAMP-certified cloud-based software-as-a-service system hosted in the Continental United States, and must integrate with existing DHS infrastructure such as Microsoft Azure or Amazon Web Services. Respondents are expected to submit a five-page capability statement detailing their experience with federal facility management platforms such as IBM Maximo Application Suite and IBM Tririga-MREF, as well as their methodology for implementing such systems within federal environments. Responses must address experience with achieving Authority to Operate and FedRAMP compliance, improving facility operations and maintenance processes, and delivering end-to-end support including project management, business analysis, technical design, agile development, continuous integration and delivery, incident resolution, training, and ongoing operations and maintenance. The Government emphasizes the use of DHS SELC, Agile/Scrum, and SecDevOps methodologies, and requires compliance with all DHS and OCIO security, privacy, accessibility, and records management standards. The capability statement must include company details, business size classification, applicable NAICS codes, contract vehicles, and point of contact information, and must be submitted electronically via SAM.gov by August 3, 2026. Recreational Fishing Regulations Mobile Application RFIThe California Department of Fish and Wildlife is seeking input from qualified vendors through a Request for Information to inform the development of a publicly accessible mobile application focused on recreational fishing regulations. The application will provide users with real-time, location-based access to marine and inland fishing rules across California using a map-driven interface, ensuring that anglers can quickly determine which regulations apply based on their actual geographic coordinates. Key features must include robust geospatial functionality, offline access to regulatory data for areas with limited connectivity, and a user-friendly design that clearly presents complex rules in an intuitive format to improve public comprehension and encourage voluntary compliance. The agency is particularly interested in industry best practices and innovative technologies that can deliver a seamless mobile experience while maintaining accuracy and reliability of regulatory information. Vendors are encouraged to share insights on data integration, user interface design, geolocation precision, and system scalability to support future updates as regulations evolve. This initiative aims to reduce confusion among recreational anglers, minimize unintentional violations, and promote sustainable fishing practices throughout the state. Responses are due by August 28, 2026, and inquiries should be directed to Edward Drennan at the California Department of Fish and Wildlife.

Command Professional Edition SoftwareThe U.S. Air Force, through the 2nd Contracting Squadron at Barksdale Air Force Base, intends to award a sole source firm-fixed-price contract to Slitherine Corporation for the purchase and renewal of five Command Professional Edition Software Licenses under simplified commercial procedures. The software is essential to the Air Force Global Strike Command’s modeling and simulation capabilities, enabling operator-informed analysis for time-sensitive missions, commander inquiries, and high-level acquisition evaluations up to ACAT-1 level. Slitherine is the exclusive distributor of this proprietary software, and no alternative product meets the government’s highly specialized requirements, justifying the absence of competition under RFO 5.101(c)(4)(vii). The contract will be issued via an oral request for quotation rather than a formal solicitation, with no obligation on the government to compensate responders or incur costs related to this notice. Potential offerors who believe they can compete for this acquisition must submit an interest letter demonstrating technical expertise, certifications, and authorization, along with clear evidence that competitive procurement would benefit the government without being cost or time prohibitive. This notice does not preclude future competition, and all submissions will be evaluated only for their potential to inform future acquisition decisions. The response deadline is August 3, 2026, and questions should be directed to A1C Mitchio Lemari or TSgt Randy Tedrow, the Contract Specialist and Contracting Officer respectively. The acquisition is classified under NAICS code 541511 and is designated as a Small Business Set Aside with total set-aside intent.
