The Mission and Installation Contracting Command (MICC) at Fort McCoy is consolidating twenty legacy contracts into a single firm-fixed-price task order for improved grounds maintenance and winter weather operations across seventeen U.S. Army Reserve Center installations in Kansas. This consolidation, justified by significant cost savings and the elimination of approximately 145 redundant contracting actions, will be solicited as a 100% Total Small Business Set-Aside under GSA Multiple Award Schedule Category Facilities. The projected estimated magnitude of the contract ranges from 1.5 million to 3.5 million dollars, covering a base period, four 12-month option periods, and a final six-month extension option. The scope of work includes comprehensive lawn care, such as mowing and xeriscaping, and snow removal services that must commence once snow accumulation reaches a trigger depth of two inches. All services must adhere to an Integrated Pest Management approach, and the contractor is required to provide state or DoD-equivalent certifications for pesticide application. Performance will be monitored via a Quality Assurance Surveillance Plan, with non-conformance managed through Corrective Action Requests. The contract utilizes a staggered phase-in schedule for grounds maintenance starting in early 2027, while winter operations for all locations are slated to begin November 1, 2026.
