THE SOLICITATION PACKAGE WILL BE AVAILABLE FOR DOWNLOAD ON OR ABOUT 27 JULY 2026. Furnish all planning, supervision, administration, labor, equipment, material, supplies, replacement or repair parts, and all things necessary for the Operations and Maintenance of Government-Owned Facilities and Equipment, Black Warrior- Tombigbee and Alabama River Waterways Project Facilities, Alabama. The project is geographically spread out over 13 counties in Alabama: Washington, Clarke, Marengo, Choctaw, Sumter, Hale, Greene, Tuscaloosa, Monroe, Wilcox, Dallas, Lowndes, and Autauga Counties, on the Black Warrior and Tombigbee BWT River System and the Alabama River System. The Project Management Office has responsibility for the operation and maintenance of nine locks and dams, two resource offices, a Project Management Office, two boat houses, one boat storage facility, storage buildings, two contractor maintenance compounds, and two hydro-electric generating plants. The BWT/AL Project is home to 9 beautiful lakes, they include Bankhead, Holt, Oliver, Warrior, Demopolis, Coffeeville, Claiborne, Millers, and RF Henry. These lakes for the BWT stretch from the headwaters near Birmingham, AL, south through Tuscaloosa and Demopolis to the southernmost Mobile District Corps facility located below Coffeeville, and for the AL river south from Montgomery, AL to the confluence with the Tombigbee River. The project is operated under the direction of Mobile District, U.S. Army Corps of Engineers, Mobile, Alabama. It is anticipated that one 1 Firm-Fixed Price FFP, Indefinite Delivery Indefinite Quantity IDIQ, Single Award Task Order Contract SATOC will be awarded for a five 5-year ordering period. In general, not all inclusive, services to be performed include general maintenance, cleaning, custodial service, garbage removal, grass mowing, saddle dike and overlook clearing, debris removal, clerical duties at a Resource Office, repair to riprap slopes, repair to earthen slopes, excavation, and storage and disposal of hazardous and-or toxic materials, such as herbicides and waste fluids from vehicle maintenance. The IDIQ performance work statement PWS will include, but is not limited to, the following types of work: maintenance and repair of locks, dams, levees, riprap-concrete structures, flow structures, buildings, offices, maintenance facilities, operation areas, project roads, vehicles, floating plant, boathouses, bathhouses, washhouses, toilets, gatehouses, security and other fences, sanitary disposal systems, small boat launching ramps, playground equipment, bulletin boards, game courts, water and electrical systems, telephone lines, picnic sites, campsites, and other related facilities. Tasks required to perform this type of maintenance include carpentry, masonry, electrical, electronics, mechanical, structural, plumbing, chipping, caulking, sealing, cleaning, welding and replacing parts of or full pieces of equipment. Additional maintenance work includes guardrails, gates, electric barrier gates, signs, bumper blocks, landscaped areas, beaches, navigation or swimming buoys, paved roads, parking lots, trails, navigation aids, courtesy docks, and boundary lines. Operational requirements encompass the maintenance of a specialized floating plant?comprising a primary towboat, crane barge, and auxiliary workboats and barges?to support the Black Warrior-Tombigbee BWT and Alabama River Systems. This area of responsibility AOR extends from the mouth of the Mobile River to Birmingham on the BWT system and to Montgomery on the Alabama River system. These multi-purpose civil works projects are vital to facilitating commercial navigation, supporting public recreation, and managing regional wildlife habitats. This procurement is 100% set-aside for small business.
