The Army Contracting Agency, through ITEC4, plans to release a draft Request for Proposal (RFP) around early July 2006 for a new requirement supporting the Army Installation Management Agency (IMA) with Enterprise Performance Management (EPM) services. This acquisition will be conducted under full and open competition following FAR Part 15 guidelines, resulting in the award of a single Indefinite Delivery, Indefinite Quantity (ID/IQ) contract. The contract will include a base period of 12 months plus four one-year options, totaling up to 60 months, dependent on funding availability for FY 2007 and government option extensions. Task orders issued under the contract may be firm fixed price, time and materials, labor-hour, or a combination. The scope of work entails delivering comprehensive EPM support to help IMA enhance, manage, and develop its long-term performance management capabilities, including methodologies, processes, metrics, and systems. IMA administers a large portfolio that covers services like food, environment, morale, logistics, public works, and family housing across 119 Army installations worldwide, managing an $8 billion budget and 78,000 personnel. The immediate focus is on delivering a three-phase solution: an electronic scorecard for tracking financial and non-financial performance indicators, a detailed EPM strategy based on best practices to define target-state capabilities, and a practical implementation plan to achieve those goals. Interested vendors must register in the Central Contractor Registration (CCR) and possess a CAGE code to participate. Additional guidance and documents will be available through the Federal Business Opportunities website, with designated contacts provided for support and inquiries.
