Army Next Generation-911 Core Services (NGCS) Circuits and Services

The U.S. Army Contracting Command, on behalf of Product Director Base Emergency Communications Systems, is conducting market research through a Request for Information to identify qualified sources capable of providing commercial Next Generation 9-1-1 Core Services and Emergency Services IP Network connectivity to support thirty-eight Army Public Safety Answering Points across the United States. The effort aims to transition existing legacy analog systems to modern, SIP-based NG-911 infrastructure, requiring secure, reliable IP transport with redundant and geographically diverse routing, automatic failover, and full interoperability with local, state, and federal emergency services. Providers must demonstrate technical capability in delivering ESINet service models—whether carrier-based, private, or hybrid—as well as SIP trunking, session border controllers, firewalls, and encryption mechanisms compliant with NENA i3 standards, alongside operational support such as a dedicated help desk. The NAICS code for this effort is 517111, and no set-aside is being used. All responses must be submitted electronically by 4:00 p.m. EST on July 8, 2026, with the required subject line format and limited to eight pages excluding cover and company information, in Microsoft Word or Adobe PDF format using 12-point font and one-inch margins.
