Army Trademark Licensing Program

The U.S. Army, through the W6QM MICC-Fort Knox office, is soliciting non-personal professional services to comprehensively manage and execute the Army Trademark Licensing Program (ATLP) under solicitation number W9124D26QA135. The procurement is structured as a no-cost agreement with a firm fixed price structure, encompassing a base performance period from June 1, 2026, to May 31, 2027, and four optional one-year extension periods through May 31, 2031. The contractor will be responsible for licensee management, including identification, negotiation of agreements, brand protection, infringement monitoring, financial management, royalty reporting, and operation of a contractor-executed product approval portal. The place of performance is established at the Pentagon in Washington, D.C., with contract administration oversight managed by the Contracting Officer, Contracting Officer’s Representative, and Contract Administrator. The solicitation requires compliance with FAR and DFARS clauses including restrictions on subcontractor sales, prohibitions on internal confidentiality agreements, System for Award Management maintenance, prohibition on contracting with inverted domestic corporations, service contract labor standards, and the newly added clause 52.222-90 addressing DEI discrimination by federal contractors. Offerors must be registered in SAM.gov, complete all applicable representations and certifications, and be neither debarred nor suspended. Additional requirements include compliance with MIL-STD-130 and MIL-STD-129 for product marking, adherence to Buy American provisions, submission of an organizational chart with contact information for key personnel, and ensuring all licensees maintain adequate liability insurance.
