Current planning calls for NASA's Science Mission Directorate (SMD) to release an Announcement of Opportunity (AO) under ROSES-2023 in the summer of 2023 to solicit proposals for the Artemis III (and potentially Artmis IV) Deployed Instruments Program (NNH23ZDA001N-A3DI) to accomplish lunar science objectives and objectives outlined in the Artemis III SDT Report. Proposers in the biological and physical sciences must also demonstrate relevance to priorities in the National Academy of Sciences 2010-2020 Decadal Report - Recapturing a Future for Space Exploration: Life and Physical Sciences Research for a New Era. As part of this effort, a team at NASA's Goddard Space Flight Center (GSFC) is developing a set of mission concepts for an instrument to be proposed for this AO. The partnership opportunity is being issued to select teaming partners to serve as the terminal integrator for an individual mission; provide a flight-qualified Class A terminal bus (TRL 6 component level requirement), integration support for the terminal to launch vehicle, and support for launch and early orbit operations (As well as meet - do no harm safety requirements). The terminal consists of a mechanical frame housing a power and communication system that can operate autonomously on the lunar surface during deployment as part of the Artemis III landing. GSFC will perform integration, testing, calibration, and support for the mission duration and will exercise essential oversight to ensure that the implementation is responsive to NASA requirements and constraints as will be defined in the upcoming AO. Our mission is currently in pre-Phase A. If the proposal is down-selected, the concept will begin Phase A in February 2024. The following schedule should be used as a basis for responses to this opportunity: POD Released: 6/23/2023 Notice of Intent (NOI) Responses Due: 7/03/2023 POD Responses Due: 7/14/2023 Partner Selection: 7/26/2023 Step-2 Proposal Due: 8/31/2023 Selection: ~ February 2024 Training Unit (2) Delivery: ~ Dec 2024 Engineering Unit Delivery: ~ April 2025 Target Flight Instrument Delivery (Artemis III): ~ July 2025 Target Landing (Artemis III): ~ December 2025 Total cost and cost fidelity are important issues for the proposal. The cost cap for this AO is $25M (RY). There will be no exchange of funds between the teaming partners for the portion of this partnership opportunity dealing with the preparation of the initial submission (Pre-Phase A, Step 2 proposal). Funding will be available for subsequent phases should the candidate mission concept be competitively selected for those additional phases. NASA GSFC is seeking lunar surface terminal integrators as partners for potential science mission proposals to this opportunity to provide the following services: Provide a terminal bus capable of supporting mission needs Accommodate science instruments provided by NASA GSFC and its partners. Provide terminal to launch vehicle support for integration and test support, and mission operations support for launch and early orbit commissioning. GSFC integration and test (I&T) facilities will be provided The Artemis Program conducts Principal Investigator (PI)-led geophysical and environmental science investigations as recommended by the Artemis III SDT Report. Proposers in the biological and physical sciences must also demonstrate relevance of the investigation to priorities in the National Academy of Sciences 2010-2020 Decadal Report - Recapturing a Future for Space Exploration: Life and Physical Sciences Research for a New Era. Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
