The District of Summerland is seeking qualified respondents to submit non-binding qualifications for the provision of "as and when" engineering, planning, and consulting services associated with its works, infrastructure projects, and land use planning initiatives. Interested parties must obtain the official bid documents exclusively through the District’s authorized bids & tenders website. Submissions must comply strictly with the outlined requirements, including timely electronic or email submission before the specified closing date of February 17, 2026. The evaluation process emphasizes adherence to mandatory criteria such as completion of scored and pricing forms, business licensing, insurance coverage, WorkSafeBC clearance, and professional engineering registration with EGBC. The procurement follows a negotiated Request for Qualifications process, ensuring a competitive yet streamlined selection approach. The engagement, governed by a Master Agreement valid for an initial three-year term from April 1, 2026, to March 31, 2029, will require successful respondents to commence work shortly after contract award. The contract details the submission process, evaluation, award criteria, and contractual terms to ensure clarity and comprehensive compliance. While subject to various trade agreements, this procurement is not anticipated to fall within their scope. The District’s procurement office, led by the Manager of Procurement & Contract Administration, oversees the process and provides points of contact for clarifications via the bids & tenders platform. This opportunity offers engineering and consulting firms a structured yet flexible contracting arrangement to support the District’s ongoing infrastructure and planning needs.
