As Needed Plumbing Services, Lubbock State Supported Living Center

The Health and Human Services Commission of Texas is seeking qualified contractors to provide as-needed plumbing and repair services at the Lubbock State Supported Living Center under solicitation HHS0017267, with an anticipated contract start date of September 1, 2026, and a base term running through August 31, 2030, including a one-year extension option at the agency’s discretion. Bidders must be located within a 20-mile radius of the facility and must demonstrate a minimum of five years of relevant experience, with all assigned personnel possessing at least three years of experience and holding current licenses from the Texas State Board of Plumbing Examiners, including a designated Responsible Master Plumber, Journeyman Plumbers, and registered Apprentices. The scope of work encompasses emergency and routine plumbing repairs including faucet and fixture replacement, drain clearing, leak detection and repair, water pressure troubleshooting, minor piping repairs using copper, PEX, and PVC, gas line and leak repairs, and HVAC component maintenance, all performed with quality, new materials and no used, reconditioned, or discontinued parts. Pricing must be submitted as firm, fixed hourly rates for both regular and after-hours services via Exhibit C, with all rates being all-inclusive of labor, equipment, materials, and incidentals, and any price reductions during the contract term must be immediately implemented. Contractors must comply with a comprehensive set of regulatory and administrative requirements, including adherence to Title VI of the Civil Rights Act, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and the Texas Human Trafficking Prohibition statute, and are required to maintain comprehensive insurance coverage with specific limits including $1 million per accident and per employee for employer’s liability, workers’ compensation with waiver of subrogation in favor of HHSC, and primary coverage relative to state-held policies.
