F108--Asbestos abatement for patient care areas

This contract is a Firm-Fixed-Price award for asbestos, mold, and lead abatement services at multiple VA facilities, including Buildings 113, 114, 115, 200, 201, 218, and 500 at the VA Greater Los Angeles Healthcare System. The procurement is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 562910, with a base performance period running from July 1, 2026, through June 30, 2027, and an option to extend services for up to six additional months. All work must adhere strictly to the Department of Veterans Affairs Asbestos Management SOP and include containment measures using double 6mil poly plastic bags for waste, flame-retardant 4mil sheeting for walls and ceilings, and two layers of 6mil plastic on floors. Decontamination requires a negative air, three-stage system with hot and cold showers compliant with Infection Control Risk Assessment standards. The project mandates the use of approved abatement methods such as bead blasting, shot blasting, and HEPA vacuum grinding, while prohibiting chemical solvents and 3-D applications. All personnel must hold valid AHERA certifications for workers and supervisors, OSHA 10-hour and HAZWOPER 40-hour training, medical and respirator fit tests, and, for lead-related work, a blood test and physical. Third-party inspectors must be certified asbestos consultants or state-qualified lead inspectors. Contractors must coordinate with the VA Safety Office for room closures, ensure all personnel wear VA-issued ID badges, park in designated areas, and respond to complaints within three working days.
