Purchase order FA4417-16-P-0177 was awarded to ESA South, identified as the Lowest Priced, Technically Acceptable Offeror, for asbestos abatement services at Building 90337, known as the Landing Zone, at Hurlburt Field, Florida. The project involves the removal of approximately 370 square feet of non-friable Mastic Tile Adhesive containing asbestos located within the theater, conference room, kitchen, and library. The work was conducted under NAICS code 562910 and managed by the Department of Defense through the 1st Special Operations Contracting Squadron. The contract required the use of certified abatement personnel with valid Florida state licensing and adherence to DEP notification mandates and waste disposal manifests. Technical specifications were supported by a TestAmerica analytical report confirming the presence of asbestos in the black mastic on ceramic tiles. While the initial performance window was scheduled for late August 2016, subsequent amendments shifted the period of performance to September 10 through 11, 2016. Additionally, it was established that the FSS would be responsible for moving freezer units located over tiles prior to the start of the abatement work.
