NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

NOTICE OF INTENT TO AWARD SOLE SOURCE: Air Force District of Washington Contracting Directorate intends to award a sole source, firm-fixed price contract for the Directorate of Analyses, Assessments, and Lessons Learned (SAF/A9) to the Aspen Systems LLC from Wheat Ridge, Colorado using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. AF/A9 requires replacement of one of their current computing systems. The system is responsible for simultaneously running models for multiple groups throughout AF/A9. The requirement calls for a plug and play replacement 100% compatible with the existing hardware and software in the current A9 Aspen configuration. The applicable NAICS code for this acquisition is 541512. Persons may identify their interest and capability to respond to the requirement. Aspen System is the only solution that meets the HQ USAF/A9 requirements. This requirement calls for a plug and play replacement 100% compatible with the existing hardware and software in the current A9 Aspen configuration. As the Aspen system type is already fully integrated into current operations, it maintains hundreds of vital A9 models, software packages and operational scripts. Efforts have been made on prior acquisitions to locate competitors within the market. Our market research has shown there is no comparable vendor in the market offering the same customized capabilities. Aspen System's Inc. is the only source capable of providing a system able to interface with additional systems in place. Due to the integration of the Aspen into the current A9 system, training time required to learn a new system and continue operations with the current system, risk of, and cost of converting thousands of electronic files, does not make choosing a new solution a reasonable option. This would significantly impact current mission operations and result in significant cost increases. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 23 Sep 13 at 1630HRS Eastern Standard Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement. All interested parties may submit a response for consideration via email to SSGT John Czaika, Contracting Specialist, 240-612-6183 or email john.czaika@afncr.af.mil.

Solicitation # FA7014-27-R-SACAS
The Department of the Air Force, specifically SAF/SA, is conducting a sources-sought effort under solicitation FA7014-27-R-SACAS to identify industry capabilities for Campaign Analysis Support involving the Synthetic Theater Operations Research Model (STORM). The primary objective is to secure technical, analytical, and subject matter expertise to run, calibrate, modify, and integrate STORM and its associated data to inform senior Air Force leadership. The scope of work is divided into five service categories: Campaign Analysis Support, STORM Software Engineering Support, Analysis Toolkit Software Engineering Support, User Community Support, and General Support. Key activities include developing concepts of operations and mission scenarios that integrate joint warfare domains across air, space, maritime, ground, and cyberspace. The primary place of performance is the Pentagon in Washington D.C., with requirements for off-site personnel to be located within one hour of the facility. Due to the nature of the work, strict security protocols are in place, requiring personnel to hold Secret, Top Secret/SCI, and NATO Secret clearances, and to adhere to DD Form 254 and the Privacy Act. The contractor must also ensure compliance with the Risk Management Framework (RMF) and DoD cybersecurity policies, utilizing systems such as eMASS for reporting. Performance will be monitored by the Contracting Officer Representative based on specific metrics, including a 95 percent or higher on-time delivery rate for deliverables and a 95 percent resolution rate for help desk requests. Interested parties are encouraged to provide capability statements and recommendations regarding the NAICS code 541330 by the response deadline of November 16, 2026.

Presolicitation Notice: Publicly Available Information (PAI) Alerting Service
Solicitation # FA7014260320
Headquarters Air Force A2 is seeking a commercially available enterprise license subscription for a Publicly Available Information (PAI) alerting service. The required solution must leverage various public information sources to detect emerging events and deliver near real-time alerts via email, API, web-based applications, and mobile platforms based on user-defined topics and areas. The service must be scalable to a Department of War enterprise level and capable of maintaining pace with commercial industry standards. This acquisition is being conducted under full and open competition with no set-asides, and a recent update has explicitly removed any previous restrictions on foreign-owned vendors, allowing them to compete for the requirement. The government intends to follow FAR 15 Source Selection procedures, evaluating offerors based on technical solutions, price, and affordability. The anticipated Request for Proposal (RFP) will require a written proposal along with both live area-specific and in-person product demonstrations. Interested parties should monitor solicitation number FA701426R0008 for further updates. The procurement is categorized under NAICS code 541511 and is managed by the Department of Defense with primary points of contact listed as Capt Richard Snyder and Mr. Kevin Harrington.
