Sealed Bids for Asphalt Paving (Work) on the SW 184th Ave. Main Replacement, Project No. C12944 (Project) for Tualatin Valley Water District (Owner) will be accepted by Scott Page, Inventory Controller, via Equity Hub’s Bid Locker at https://bidlocker.us/details/6250_Asphalt_Paving_Sw_184Th_Ave (Bid Locker), until 2:00 p.m. local time on Thursday, July 9, 2026 (Bid Closing Time).
Bidders must register as a vendor with Bid Locker at https://bidlocker.us/a/tvwd/BidLocker in order to download a solicitation or submit a bid. There is no cost to register. Registration with Bid Locker requires a correctly completed Confidentiality Agreement, which is available in the registration process. Following completion of the requested vendor information and upload of the correctly completed Confidentiality Agreement, the vendor profile will be sent to Owner for manual review and approval. Please allow one business day for your vendor profile to be approved. If it has not been approved within one business day, or if you have questions about this process, please contact bidsandproposals@tvwd.org. Bidders are advised to ensure that their Bid Locker vendor profile is active and approved a minimum of three business days prior to the Bid Closing Time to prevent any issues with submitting a bid on time. Bids received after the Bid Closing Time will not be considered.
Bids received by the Bid Closing Time will be publicly opened and read aloud immediately thereafter on a conference call at 971.300.4841, phone conference ID 982 106 842#. Within two hours of the Bid Closing Time, Bidders must submit to Bid Locker a First Tier Subcontractor Disclosure Form, in the form attached to this solicitation, or their Bid will be rejected.
Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this Project.
Bids must be submitted on the prescribed forms. Bids must be accompanied by a certified check, cashier’s check, or bid bond executed in favor of Tualatin Valley Water District in the amount of 5% of the amount bid. Owner will accept bonds in hard copy and issued via an electronic surety. If Bidder does not use an electronic surety, original copies of the Bid Security must be submitted to Owner within five business days of the Bid Closing Time as prescribed in the Instructions to Bidders Section 15.1. The successful Bidder will be required to furnish additional bond(s) for the faithful performance of the Contract as prescribed in the Contract Documents.
The Work consists of furnishing required labor, equipment, and materials for Asphalt Paving as described in the attached Exhibit A: Scope of Work.
All Work must be completed according to the schedule provided in the Contract documents. Following Contract execution, Owner estimates Notice to Proceed will be issued between July 21, 2026, and July 23, 2026.
Bid Documents may be obtained electronically without charge from Bid Locker, or may be requested in electronic or hard copy format by contacting Plan Center Northwest, PO Box 2486, Clackamas, OR 97015, Phone: (503) 650-0148, email: megan@plancenternw.com, or plancenternw.com. Bidders must register with Bid Locker to submit their bid.
Addenda (if any) will be published to Bid Locker. Bidders who download bid packages from Bid Locker will automatically be notified via email when addenda are published. It is the responsibility of Bidders to obtain and ensure that they understand all addenda. Bidders are responsible for any costs of obtaining and/or printing the Bid Documents. Return of the documents is not required, and the amount paid for the Bid Documents is nonrefundable.
There will NOT be a pre-bid conference for this Project.
Contractors must be qualified in accordance with the applicable parts of ORS 279C.375(3) to enter into a contract with the Owner for a public improvement contract in Oregon. Bidders are required to meet all qualifications described in the Instructions to Bidders and certify statements on the Bid Form to be deemed responsive. The Owner will investigate and determine if the qualifications meet the minimum requirements as part of its evaluation of the lowest responsive, responsible bid.
The Owner reserves the right to reject all bids not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon the Owner’s finding that it is in the Owner’s or the public’s best interest to do so. The Owner reserves the right to waive informalities and to award a Contract to the qualified lowest responsive and responsible Bidder.
The protest period for award of this Project is limited to five calendar days.
