This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Meso Scale Diagnostics LLC aka Meso Scale Discovery (MSD) to acquire the following: 1. MULTI-ARRAY 96 Plate Pack (100 Plate); L15XA-6; 3 Qty 2. MA6000 384 SA Plate Pack (120 Plate); L21SA-6; 2 Qty 3. U-PLEX Development Pack, 10-Assay SECTOR Plate (25 Pl); K15235N-4; 4 Qty The Vaccine Research Center (VRC)s Vaccine Immunology Program (VIP) laboratories (collectively Program) performs antigenic characterization of the proteins/antigens that are used to vaccinate animals in the pre-clinical setting. Because it is essential to know if the proteins produced in house at the VRC are in the correct conformation in order to induce desired antibody response when vaccinated in animals, the VRC perform antigenic characterization assays with assay kits/assay plates (assay plates). The VRC uses specific types of assay technology and assay plates/kits platform manufactured by Meso Scale Discovery, a division of Meso Scale Diagnostics, LLC (collectively MSD). The use of these assay plates in the detection of these antibodies is crucial for the further development of vaccines to various diseases including but not limited to SARS CoV-2/COVID-19. More specifically, Program screens proteins (antigens) against a large panel of well characterized antibodies on the MSD platform and measure the binding data of the antigen to antibodies. To perform this test, the most common method is ELISA (Enzyme Linked Immuno-Absorbent Assay). Meso Scale Discovery has led advancements in this technology by developing a platform with more sensitivity and dynamic range than a traditional ELISA called electrochemiluminescence technology or electrochemiluminescence immunoassay (ECLIA). This new technology/platform enables Program significant new benefits such as obtaining binding data of antibodies against vaccine inserts/proteins in a very highly reproducible format and to obtain consistent analysis of antigens against a large panel of antibodies in a very robust and controlled manner. There are at least three MSD plate types & platforms for biotin coated antigens and unbiotinylated antigens, and all three platforms are required for current and upcoming projects. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2128552 to Lu Chang at by 3:00 pm eastern standard time July 1st, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Solicitation # HHS-NIH-NIAID-BAA2026-1
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals under Broad Agency Announcement HHS-NIH-NIAID-BAA2026-1 to advance the research and development of medical interventions for infectious diseases. This initiative focuses on three primary research areas: the development of needle-free vaccine candidates through early-phase clinical trials; the creation of safe and effective therapeutic candidates for serious infectious diseases, including those resistant to current antimicrobial therapy; and the innovation of in vitro diagnostic technology platforms capable of rapid, automated detection of a broad panel of priority viral pathogens. The program emphasizes alignment with NIH priorities regarding biosafety, biosecurity, and the use of non-animal testing methods. Proposals must be submitted electronically via the NIAID eCPS website by December 8, 2026, at 3:00 PM Eastern Time. Technical proposals are limited to 75 pages and will be evaluated by a peer review group based on technical merit, with the technical plan and personnel qualifications being of paramount consideration.
