This award notice, issued by the Regieorgaan Open Science under the Nederlandse Organisatie voor Wetenschappelijk Onderzoek, focuses on assessing and improving the effectiveness of data and code sharing policies within Dutch Research Performing Organizations. The project addresses the gap between the existence of institutional Open Science policies and the actual adoption of transparency practices among researchers. By analyzing specific policy features and their influence on behavior, the initiative seeks to understand why current frameworks often fail to produce meaningful real-world change. The project employs a multidisciplinary approach that combines policy analysis, behavioral research, and stakeholder collaboration to co-create context-sensitive policies. The ultimate goal is to provide Research Performing Organizations with the tools and insights necessary to better measure, promote, and enhance the sharing of research data and code. This effort aims to move beyond basic Open Access publishing toward a more comprehensive culture of research transparency.

Full Description

Open Science practices are gaining ground, but their adoption is not as widespread as hoped. While Open Access publishing is common, practices that increase research transparency, such as data and code sharing, vary greatly. We explore why institutional Open Science policies often fail to translate into meaningful real-world change. Focusing on Dutch Research Performing Organizations (RPOs), we examine how specific policy features influence researchers’ behavior regarding sharing data and code. By combining policy analysis, behavioral research, and stakeholder collaboration, the project co-creates more impactful and context-sensitive policies, and helps RPOs measure, promote, and improve sharing practices in their respective organisations.
