AUPUNI CENTER SEWER JUNCTION REPAIRS

The County of Hawai'i Department of Public Works is soliciting lump sum bids for the Aupuni Center Sewer Junction Repairs project (Job No. B-4944) located at 101 Pauahi Street in Hilo, Hawai'i. The scope of work involves the removal of sewer snake obstructions, waterjetting and flushing of sewer lines, and the installation of a new cleanout. The project requires significant demolition and site preparation, including saw cutting slabs and excavation. Due to known soil contamination at the site, the contractor must adhere to a project-specific Construction Environmental Hazard Management Plan (C-EHMP) for the testing, packaging, and disposal of impacted soil, for which a $75,000.00 allowance is provided. Final restoration includes building back the slab and installing new VCT flooring to match existing conditions. Bids must be submitted electronically via the OpenGov Procurement Portal by 2:00 PM on September 10, 2026. The contract will be awarded to the responsible bidder who submits a responsive bid with the lowest evaluated price. Prospective bidders must provide a proposal guaranty equal to 5% of the total bid amount and submit a Standard Qualification Questionnaire (SQQO) at least 48 hours before the bid opening. Additionally, a Notice of Intention to Bid must be filed at least ten calendar days prior to the opening. Awardees are required to provide performance and payment bonds equal to 100% of the contract price, unless the bid falls below the small purchase threshold. The contractor must also provide an itemized construction schedule in Gantt chart format within 30 days of the award or prior to the Notice to Proceed.
