The Transportation Security Administration (TSA) intends to contract using other than full and open competition for Autodesk Architecture Engineering & Construction (AEC) Collection IC Government New Multi-user ELD Annual Subscriptions, including access to Autodesk Revit 2026 and AutoCAD 2026, that can operate within TSA’s End User Computing security boundary and support TSA’s real property design and planning mission.



TSA has determined that newer standard commercial versions of AutoCAD include features that are not permitted within the TSA EUC security boundary. To address these security constraints, TSA obtained and successfully tested a hardened version of AutoCAD and Revit, available from DLT Solutions, LLC, with modified features that are acceptable for TSA’s operating environment. Accordingly, TSA intends to award a contract to DLT Solutions, LLC, 2411 Dulles Corner Park, Suite 800, Herndon, VA 20171, as DLT Solutions, LLC is the only source currently capable of providing the required modified, hardened subscriptions.



This contract will address the requirements of TSA’s Facilities and Administration (F&A) Division. The proposed contract action is for software subscriptions/licenses for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”



Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
