CDC Notice of Intent to Sole Source for Inhalation Support / TSI MOUDI-II InstrumentThe Centers for Disease Control and Prevention (CDC) plans to award a sole-source contract for the purchase of a Micro Orifice Uniform-Deposit Impactor (MOUDI) from TSI Incorporated through simplified acquisition procedures. This procurement is justified because TSI is the only known supplier capable of providing a MOUDI instrument that meets the specific size classification requirements and the uniform sample deposition necessary for inhalation research. The contract will be a total small business set-aside under NAICS code 334516 and will support work to be performed in Morgantown, West Virginia. Interested parties are not being requested to submit competitive quotes, but those who believe they can fulfill the requirement may submit a capability statement by June 17, 2026, for consideration. The notice emphasizes that responding to this announcement does not guarantee the government will initiate a competitive procurement, and any costs incurred by responders will not be reimbursed. Questions and capability statements should be directed via email to the designated contract specialist, Aminah Gary, at the provided contact information. The decision to proceed with this sole-source acquisition rests solely with the government, which will use any received information to determine if competition is warranted. The solicitation number for this procurement is 75D301-26-Q-98063, and the official posting date is June 10, 2026.

This contract seeks to procure an Automated Robotic Liquid Handling System designed to perform bead washing steps critical to library preparation for long-read sequencing. The acquisition will follow a Firm-Fixed-Price format and cover the purchase, delivery, installation, training, and warranty of the system. The system must meet specific functional, performance, and compatibility requirements to support FDA operations, with the option for vendors to propose equivalent solutions meeting these criteria. Key requirements include automation of DNA shearing (approximately 10,000 base pairs) and bead cleanup for up to 96 samples, compatibility with PacBio Sequel IIe workflows, and the ability to support user-defined workflows beyond the standard. The system must provide a pipetting range of 1–1000 microliters with an error margin of 5% or less, support various labware types such as 96- and 384-well plates, reagent reservoirs, and magnetic separation systems, and facilitate liquid transfers between plates and tube racks. Safety features like door-open and error stops are required, along with operation on standard 110V power and a compact footprint under 30 inches wide by 25 inches deep. Consumables sufficient for at least 96 samples must be included. The solicitation, identified as SSN_CVM_2026_133678, is a total small business set-aside under NAICS code 334516 and is managed by the FDA Office of Acquisition and Grant Services, with performance expected in Laurel, Maryland.

The following salient characteristics represent the minimum functional, performance, and compatibility requirements necessary to meet FDA operational needs. Vendors may propose equal products provided all salient characteristics are met.

SALIENT CHARACTERISTICS (KEY REQUIREMENTS)

The system shall:

  • Automate DNA shearing (~10,000 bp) and bead cleanup for up to 96 samples
  • Be compatible with PacBio Sequel IIe sequencing workflows
  • Support user-defined workflows (minimum two additional workflows)
  • Provide pipetting range of 1–1000 µL with ≤5% error
  • Support:
  • 96-well plates
  • 384-well plates
  • Reagent reservoirs
  • Magnetic separation systems
  • Transfer liquids between plates and tube racks
  • Include safety stop mechanisms (e.g., door open/error stop)
  • Operate on standard 110V power
  • Fit within footprint < 30” W x 25” D
