Automotive Building Design Commissioning Services

Rowan-Cabarrus Community College is seeking a Commissioning Agent to provide independent, third-party commissioning services for the design and construction of a new 45,000-square-foot Automotive Building at its North Campus in Salisbury, North Carolina. The total project budget is 25,000,000 dollars, funded by the Rowan County Bond. The selected agent will manage four distinct phases: Design, Construction, Acceptance, and Post-Acceptance, with a specific requirement to return to the site 10 months after substantial completion to review operations. Key technical responsibilities include performing site visits, developing equipment acceptance criteria, and conducting specialized testing such as AAMA 502 water testing and ANSI 380-2019 air door blower tests. The project must adhere to State Construction Office requirements and incorporate ADA-compliant mass notification systems and central battery/UPS backup for life-safety systems. Proposals will be evaluated based on a weighted system focusing on expertise in high-efficiency educational facilities in North Carolina (30%), understanding of state capital project requirements (20%), and experience with Passive House and WELL Building design principles (20%). Additional weight is given to staff qualifications (15%), proposal quality (10%), and proximity to the college (5%).
