ADA Self Evaluation and Transition Plan

The City of Fairfax, Virginia, is soliciting proposals for Phase 1 of a comprehensive ADA Title II self-evaluation of its public-facing infrastructure. The project scope involves assessing 13 city buildings, 12 parks, 10 parking facilities, 26 miles of streets, and 63 signalized intersections. The primary objective is the development of a prioritized ADA Transition Plan that identifies necessary corrective actions, implementation schedules, and cost estimates for remediation. All assessments must adhere to the 2010 ADA Standards and Public Right-of-Way Accessibility Guidelines (PROWAG), with field data delivered in GIS format and facility reports provided as PDFs. The contract has an estimated budget of 250,000 dollars and a performance term of one year starting approximately January 1, 2027, with the City reserving the right to renew for up to three additional one-year periods. Qualified offerors must include at least one CASp-certified or equivalent staff member on their project team and demonstrate experience with public entity self-evaluations, PROWAG assessments, and stakeholder engagement. Proposals must be submitted electronically via the eVA website by October 27, 2026. Award will be granted to the highest qualified offeror providing the most advantageous value to the City. Contractors are required to maintain specific insurance coverages, including 1,000,000 dollars per occurrence for Commercial General Liability and 500,000 dollars for Employer's Liability. Payment will be issued within 30 days of receiving a valid invoice. Additionally, employers with an average of 50 or more employees for the previous 12 months are required to participate in the E-Verify program for contracts exceeding 50,000 dollars.
