Electrical Studies for DOU Facilities

The City of Sacramento Department of Utilities is seeking a professional engineering firm to conduct comprehensive electrical studies for an initial 31 facilities, with a long-term goal of updating approximately 200 facilities over a five-year term. The scope of work includes Short Circuit, Load Flow, Equipment Evaluation, Coordination, and Protective Relaying Device Analysis, as well as Arc Flash Hazard Analysis and Mitigation Reports. Depending on the facility, the contractor will perform either a Full Electrical Study, which includes data collection and file creation, or a Five-Year Review Study using existing City-provided data. All analysis must be performed using the latest version of SKM Systems Analysis, Inc., Power Tools for Windows software, and final deliverables must be reviewed, stamped, and signed by a Registered Electrical Engineer in the state of California. The project has a proposed budget of 1,320,000 dollars and will be awarded based on best value, considering written proposals and potential interviews. Key requirements include the production and installation of machine-printed arc flash labels compliant with NFPA 70E and NEC standards, as well as the submission of a performance bond within ten days of the intent to award. Proposers must provide a detailed work plan and timeline, and those qualifying as Local Business Enterprises may receive a 5 percent preference. All final reports and electronic SKM files must be submitted via USB or shared drive following approval from the City Engineer.
