Solicitation # C25134F
The Santa Clara Valley Transportation Authority is soliciting pre-qualifications for Contract C25134F, the Guadalupe Light Rail Vehicle Wash Improvements project. This project involves the removal and replacement of the existing light rail vehicle wash system at Building F of the Guadalupe Division with a new hybrid drive-through and gantry wash system. The scope of work includes the installation of industrial wash equipment, programmable controls, a water reclamation and filtration system, a new foundation and prefabricated canopy, and necessary electrical and plumbing upgrades. The estimated construction cost for the project is between 4.5 million and 5.5 million dollars. To be eligible for the subsequent Invitation for Bid, bidders must be approved through a pre-qualification process by submitting a Statement of Qualifications and a completed qualification questionnaire via the OpenGov portal. The final deadline for pre-qualification submissions is November 16, 2026, at 2:00 pm PT. Minimum eligibility requires a valid California contractor's license with at least 10 years of experience as a Class A (General Contractor) or Class B (General Building) classification. Bidders must also provide proof of bonding capacity, maintain liability insurance of at least 1 million dollars per occurrence and 2 million dollars aggregate, and ensure all entities in a joint venture are separately pre-qualified. Evaluation is based on a scoring matrix and interviews, with a minimum total score of 55 points required to avoid disqualification. Because the work occurs in an active light rail environment, the selected contractor must comply with VTA safety and operating procedures and coordinate closely to minimize operational impacts. Additionally, the contractor and all subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage and apprenticeship requirements.

Full Description

The County of Riverside Purchasing Department, on behalf of the Riverside County Sheriff’s Office Patrol Division, is soliciting quotations from qualified bidders for As-Needed On-Site or Off-Site Automotive Window Tinting Services as detailed in this Request for Quote (RFQ). As California's fourth largest County, Riverside County Sheriff (RSO) patrols over 7,300 square miles via Sheriff's Patrol stations and sub-stations spread across the following regions: Cabazon, Canyon Lake, Coachella, Colorado River, Hemet, Jurupa Valley, Lake Elsinore, Lake Mathews, Moreno Valley, Norco, Palm Desert, Perris, San Jacinto, Riverside, Southwest, Temecula, and Thermal. See Exhibit E for locations. RSO does not currently have a contracted vendor for window tint services. For off-site services they either drop off the vehicle and pick up once the service is completed, or they drive the vehicle to the location and wait for the service to be completed. In order to keep travel time to a minimum, RSO expects to have to award to multiple bidders with locations throughout the County, or would be open to considering proposed on-site services. Law enforcement vehicles requiring window tinting services include sedans, full-size SUVs, pickup trucks, and cargo vans. See Exhibit D for Equipment List. For this bid, RSO estimates a total of 150 window tinting services throughout Riverside County per year for various vehicle types. It is important to note that no minimum or maximum number of vehicles and window tinting services are implied or guaranteed, highlighting the need for flexibility and adaptability in our potential partners. In accordance with California Vehicle Code Section 26708.7, a vehicle that is operated and owned or leased by a federal, state, or local agency, department, or district employing peace officers, as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of part 2 of the California Penal Code, is exempt from state laws and regulations that restrict or prohibit the placement, display, installation, affixing, or application of materials-commonly referred to as window tinting or glazing-on the side or rear windows, when such materials are used by peace officers in the performance of their duties. This exemption supports officer safety and suspect/victim privacy and protection.
