Full Description

The Avenue 12 and Road 35 Intersection Improvement Project intends to construct left hand turn pockets on Avenue 12. Construction will include widening Avenue 12 to the North to accommodate the new turn pockets. Road 35 in the vicinity of Avenue 12 will be reconstructed to match the new intersection transition grades. The intersection widening work will include roadway excavation, subgrade compaction, placement of Class II Aggregate Base, and placement Hot Mix Asphalt. In addition to the intersection improvements, Avenue 12 from Gaston Road to approximately 2500 feet east will be rehabilitated. The rehabilitation work will include cold planning at the match points and an Asphalt Rubber Binder Chip Seal followed by a Hot Mix Asphalt Overlay. Minimal amounts of Right of Way will be required for the intersection work at the NE corner of Road 35 and Avenue 12. In addition, prescriptive right of way will be perfected along the southwest and northeast portion of Road 35. No additional automobile lanes will be constructed. The intersection will be re-stripped, and rumble stripped with new pavement markings.

PM# 4320 - Bedrock Engineering
Solicitation # PM# 4320
Project PM# 4320, managed by the Madera County Community and Economic Development Department, involves the division of 85.61 acres of property into three distinct parcels. Parcel 1 consists of approximately 13.46 acres on the southwest side of Fairmead Blvd, Parcel 2 comprises 12.81 acres on the northeast side of Fairmead Blvd, and Parcel 3 consists of 59.34 acres located on the southwest side of Ave 20 1/2. The project is designed for a two-phase development approach, with the first phase focusing on Parcel 1 to include a 10,000-square-foot convenience market, a gas station with 20 fueling positions, a truck fueling area with 6 positions, an electric truck charging area with 4 positions, a 6,000-square-foot truck repair shop, and hotel buildings with 200 rooms. The second phase is intended for light industrial uses on Parcels 2 and 3. The project has undergone environmental review under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration. Key environmental considerations include the implementation of lighting measures to reduce light pollution, protocols for the discovery of human remains, and required traffic intersection improvements to satisfy Caltrans standards for neighboring state highway facilities. The project was approved on October 8, 2025, with a final Notice of Determination filed on December 30, 2025, stating that the project will not have a significant environmental effect. Future construction must comply with Title 24 standards and water quality regulations during the building permit and inspection process.

CUP #2025-005 – Wastewater Treatment Facility
Solicitation # CUP #2025-005
Azteca Milling LP has obtained Conditional Use Permit CUP #2025-005 from Madera County to construct a wastewater treatment facility on approximately 409 acres located at the intersection of Avenue 18 and Road 24. The project is designed to process and reclaim wastewater from corn washing operations for use in crop irrigation. The facility will feature two facultative ponds for anaerobic and aerobic treatment, a BioFiltro BIDA biofilter worm system, a 20.0 million gallon storage pond, a stormwater basin, and a mechanical building to house blowers and electrical controls. The system is engineered for flexibility, allowing the worm beds and facultative ponds to operate independently, in parallel, or in series, with gravity flow mechanisms to ensure water safety during power outages. The project has undergone environmental review under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration. Key compliance requirements include adhering to the California Model Water Efficient Landscape Ordinance and AB 32 greenhouse gas emission goals. The California Department of Fish and Wildlife has recommended specific biological mitigation measures to protect special-status species, including the Swainson's hawk, Western Burrowing Owl, and California Tiger Salamander. Additionally, the California Department of Water Resources Division of Safety of Dams has determined that the project does not currently fall under state dam safety jurisdiction, though any future design changes increasing reservoir capacity or dam height would require the oversight of a registered California Civil Engineer.
