The City of Blairsville, Georgia, is seeking Statements of Qualifications from firms to establish five-year Master Agreements for Aviation Planning and Aviation Engineering Services at the Blairsville Municipal Airport. These services support the Airport Capital Improvement Plan for fiscal years 2027 through 2031, which includes projects such as runway line of sight corrections, apron crack sealing, AWOS replacement, perimeter fencing, and the development of a partial parallel taxiway. Planning services encompass master planning, environmental assessments, and regulatory compliance, while engineering services focus on civil and electrical design for runways, taxiways, and aprons, as well as construction administration. Eligible firms must be prequalified with the Georgia Department of Transportation in specific area classes, including Airport Master Planning, Airport Design, and Airport Construction Administration and Observation. Selection is qualification-based in accordance with FAA procedures, evaluating capability, key personnel expertise, and a track record of completing projects without major cost overruns. Submissions must not include any cost, fee, or overhead information. Interested firms must submit two sealed copies of their Statement of Qualifications, with separate submissions required for planning and engineering services, to the City Clerk by 3:00 p.m. on October 16, 2026. Compliance with Disadvantaged Business Enterprise goals and 49 CFR Part 26 is required for federally assisted contracts.
