RFQ - Conroe Central Wastewater Treatment Plant Expansion

The City of Conroe is soliciting Statements of Qualifications from professional engineering firms for the expansion of the Conroe Central Wastewater Treatment Plant. The project aims to increase the facility's permitted Average Daily Flow capacity from 6.0 million gallons per day to approximately 12.0 million gallons per day to accommodate growth and development within the city's service area. The comprehensive scope of work includes existing facility evaluation, preliminary engineering, alternatives analysis, treatment process design, hydraulic modeling, permitting, bidding, and construction-phase services. A critical requirement of the project is that the plant must remain fully operational throughout the expansion, requiring a strong emphasis on constructability, sequencing, bypass requirements, and operational coordination. The selected firm will be responsible for coordinating permit applications with the Texas Commission on Environmental Quality and other relevant federal, state, and local authorities. Post-construction services include attending substantial and final completion inspections, preparing punch lists, and assisting the city with equipment testing and performance verification to ensure all systems meet design requirements. The final scope of work and associated fees will be negotiated with the chosen firm. Additionally, the design must be forward-looking, preserving opportunities for future treatment capacity expansions without restricting the long-term development of the site.
