City of Conroe Professional Services

The City of Conroe Engineering Department is issuing Request for Qualifications RFQ 2026-32 to establish a pool of qualified professional firms to provide as-needed services. The scope of work is divided into several specialized categories, including General Civil and Municipal Utilities, Mechanical, Structural, Landscape, Architectural, Building, Survey and Sub-Surface Utility, and Geotechnical, Material Testing, and Environmental services. Deliverables range from feasibility studies and master plans to the preparation of bid documents and construction-phase project management. The City will award contracts based on best value, reserving the right to select one or multiple firms per category. Interested firms must submit their qualifications via the OpenGov procurement portal by October 8, 2026. Submissions are limited to a 25-page main package—including a cover letter, company background, key personnel experience, and references—with an additional five-page limit for each specific category pursued. Firms must demonstrate in-house expertise rather than relying on subcontractors for primary services. Required documentation includes a W-9, Form 1295, a Conflict of Interest Questionnaire, and a Certificate of Insurance. Contractors are required to maintain Commercial General Liability and Automobile Liability insurance with minimum limits of 1,000,000 dollars per occurrence, as well as Workers Compensation as required by Texas law. Performance and payment bonds are required for contracts exceeding 50,000 dollars and 100,000 dollars, respectively. Payment is typically scheduled within 30 days of acceptance and invoice receipt, though the City may withhold up to 10 percent for conditional acceptance. All services must comply with local building codes, the Americans with Disabilities Act, and Buy Texas affirmations.
