Wake BRT: Northern Corridors Design & NEPA Study

The City of Raleigh Transportation Department is seeking professional engineering consulting services for the Wake Transit Plan Bus Rapid Transit design and National Environmental Policy Act study for the Midtown and Capital corridors. The initial scope focuses on 30 percent design, with options to extend the contract through final 100 percent design or into alternative construction delivery methods. Key technical responsibilities include transit runningway, roadway, signal, and stormwater design, as well as vehicle and station compatibility, landscaping, bicycle-pedestrian design, and the implementation of Intelligent Transportation Systems. Deliverables include an Integrated Program Master Schedule and a phasing and implementation strategy for construction and maintenance of traffic. This solicitation is issued under the Mini-Brooks Act, meaning selection is based on qualifications rather than price. Evaluation criteria include project understanding, schedule and approach, experience and qualifications, corporate background, financial stability, and the availability of key personnel. The project must comply with the FAST Act, FTA Circular 4220, and various federal requirements, including Buy America preferences and Title VI of the Civil Rights Act. Submittals, which must include a separate sealed hourly rate schedule and specific documentation across five tabs, are due by November 6, 2026.
