Wake BRT: Northern Corridors Design & NEPA Study

The City of Raleigh Transportation Department is soliciting professional engineering consulting services for the Wake Transit Plan Bus Rapid Transit design and National Environmental Policy Act study for the Midtown and Capital corridors. The initial scope focuses on advancing these corridors to 30 percent design, with options to extend the contract through final 100 percent design or into an alternative construction delivery method. Key technical requirements include transit runningway, roadway, signal, stormwater, and bicycle-pedestrian design, as well as system technology, intelligent transportation systems, and utility coordination. The project must comply with the FAST Act for project development and FTA requirements for quality control and assurance. Issued under the Mini-Brooks Act, this solicitation prioritizes qualifications over price, which will not be a determining factor in selection. Proposals are evaluated based on corporate background, financial stability, project understanding, schedule and approach, experience, and personnel availability. Awarded firms must provide an Integrated Program Master Schedule and a phasing strategy for construction and maintenance of traffic.
